Opening The second APAN Committee Meeting was held in Singapore with participants from the following countries; Australia 1 Japan >10 Korea 4 Malaysia 3 Singapore <10 See Appendix A for the participant list. 2. The first APAN Committee Meeting minutes was reviewed by K. Konishi, APAN Secretariat Director, and was approved. 3. APAN Status Reports APAN Secretariat reported on the member updates including the nomination of S. Goto for Deputy Chair of APAN Committee. See the new list in Appendix B. Definition of the Associate Member is confirmed to remain the same as follows; For-profit Organization $10,000/unit/year Non-profit Organization $1,000/unit/year Each organization pays as many units of the fee as possible every year. We expect some AI3 and other members to join as Associate Member instead of the membership through AI3, which is the primary member now. APAN home page was updated with new logo. Each country may choose different color bar for its domestic APAN home page if necessary. 3.2 NetworkOperation Center(NOC) K. Konishi, APAN NOC Director reported on NOC activities such as link updates (see Appendix C for further information) and preparation for the exchange point(XP). AS Numbers were discussed. Each country has its own AS Number. The secretariat will arrange a block of Class C addresses for APAN nodes. [country].apan.net will be used for network management purpose. 3.3 Technology WG S. Goto, Technology WG Chair summarized on its seven sub-working groups(SWGs). Each is ready with its charter now. They will have the next meeting as follows; Cache: March 1998 during Global Cache Workshop in UK. Joint Meeting with NLANR on 1997.12.11 during IETF. Design: none IPv6: Get together on 1997.12.9 during IETF in D.C. MBone: On 1997.12.10, 16:00-18:00 during IETF in D.C. CCIRN WG Meeting on 1997.12.12 during IETF in D.C. Measurement: KT and KDD will get together in Tokyo in November Joint Meeting with NLANR on 1997.12.11 during IETF. CCIRN WG Meeting on 1997.12.12 during IETF. RSVP: On 1997.12.10 to elect a new chair to hand over the SWG. Security: No meeting until the next APAN Committee Meeting. See further information in Technology WG Meeting Minutes. The contact point list of each APAN country for each SWG was made during the Technology WG Meeting. See the list in Appendix D. 3.4 Application WG Dr. Tan Tin Wee reported on the status of several SWGs, and R Stanton added further. After some lengthy discussion on how to manage Application WG, we agreed to identify contact points for each SWG in the relevant countries. See Appendix E for the contact list. See further information on Application WG Meeting Minutes, which was held the following day. Later Malaysia(Sureswaran Ramadass) proposed Multimedia SWG, and we accepted the proposal with support from the several countries including Australia and Korea. The Multimedia SWG is somewhat different from other Application SWGs. It is on application technology, whereas other SWGs are users groups or the end-user application. K. Konishi commented that many SWGs found in APAN Technology WG are in Application WG at Internet 2. K. Chon commented that APAN is more similar to Canarie Model since Canada is more relevant with its two level network structure(national backbone network and provincial networks) to APAN. 3.5 Resource Allocation SC Resource Allocation Subcommittee had the meeting in the morning briefly. The chair reported on the meeting, and discussed. We agreed to form the subcommittee with the following members; Shuichi Ono/JST(Chair), K. Konishi, J. Murai, R. Stanton, Tan Tin Wee, YJ Park, Observer(KT NOC Member) The subcommittee is expected to form the joint committee with TranasPac/IU for the trans-pacific link bandwidth allocation. We need the ground rule for development of the guidelines on bandwidth allocation. 4. Regional Report 4.1 Australia R. Stanton reported on AARNET 2 with new topology. The network access will be charged based on usage. 4.2 Japan S. Goto and each network contact reported on its network status; IMNet WIDE/AI3 RWCP MAFFIN SINET APII/CRl See Appendix F for the international link status updates. XP-Tokyo is getting ready for its first link to Singapore and others now. 4.3 Korea The participants from Korea Telecomm reported on its status; XP-Seoul, the access network in Korea, APAN-KR Preparation Committee with the contact information for various SWGs. Two or more networks are expected to join APAN-KR; Testbed/APII Network, National Information Superhighway Network, KORNET, and possibly more. 4.4 Singapore Tan briefly introduced on its network status; International Links; 15 Mbps to STAR TAP in USA in November 1997, and APII/SG-JP later this year. Domestically, SREN(also called SINGAREN) is a virtual network on top of the S-ONE, and provides access to APAN, vBNS, and others. 4.5 Others Sureswaran Ramadass reported on Malaysia. The domestic research network, called TEMAN with 155 Mbps backbone had its MoU to be signed soon among the participating organizations soon. It plans to have AI3 link with T1 next year, and possibly another link to APAN XP soon. K. Chon reported on his new papers on APAN and the global high performance research networks, which report on current development on research networking in other continents. 5. NSF Proposal K. Konishi, on behalf of Indiana University reported on the current status on NSF HPIIS Proposal, which was submitted last August. The announcement will be made shortly, and the contract would be completed between NSF and Indiana University early next year if the proposal is accepted. 6. Meeting Reports K. Chon reported on the meetings of CCIRN and GIBN. The annual CCIRN meeting as well as its WG meetings were held in June 1997 in Kuala Lumpur during INET'97. The following working group meetings were held; Cache MBone Measurement Security See the CCIRN home page for the meeting minutes. CCIRN decided to keep the two meetings; MBone and Measurement with others to be left to the relevant meeting occasions; Global Cache Workshop, and Network and Distributed Security Symposium on their coordination. The annual CCIRN meeting was partially held as the joint CCIRN-GIBN meeting to promote collaboration. GIBN Meeting was held immediately after this APAN meeting in Rome, and the issues on cost sharing and organization were discussed. See the GIBN home page for the meeting minutes. K. Konishi reported on Internet 2 Member Meeting. Four people from APAN(Japan, Korea, and Singapore) participated the meeting.
