See the attendee list for the GIBN participants as well as the agenda. Most discussion was focused on the organizational issue based on GIBN Working Group on Organizational Issue. Another major issue was Cost Sharing Working Group's final report. There are the following documents to be delivered soon. GIBN Meeting Minutes Output document on organizational issue Final report on cost sharing(available now) We had heated and long discussion on the organizational issue including possible merge with CCIRN. The conclusion was continuation of GIBN Pilot Project with the new name, GIBN Forum in the spring of 1999 after 1999 G8 Summit. GIBN Forum will not merge with any organization, and primarily focuses on Scenario A, pilot applications rather than Scenario B, research network interconnection. GIBN Forum would have two classes of members; founding members(G8) and other members to be selected case by case later in addition of liaison members such as APAN, DANTE, and QUAD. This leads to other organizations such as CCIRN to have to focus on the global (research) network interconnection. Regarding the cost sharing issue, the final report was made with recommendation for European networks to contact Edcause, the newly merged organization of Educom and CAUSE on this issue. I don't expect this does not produce much output in future. The best part is that we agreed on the final report on this issue, and we don't have much argument in future meetings. We will have final GIBN Pilot Project meetings in the following ways; 1998.12.2-4 Washington, D.C. To develop core agreement on the next phase, GIBN Forum by having two-days' workshop followed by GIBN Meeting. 1999.4/5 To develop broad agreement including future members. Thus, we will have the final GIBN Meeting as an open meeting with an open workshop. Since G7 beccame G8 with Russsia's join, GIBN meeting this time had Russian members; Dr. Alexei P. Platonov, Director, Russian Institute for Public Networks Translater Mr. Nickolay V.Gusev, Department Chief, Ministry of Science and Technology Dr. Platonov explained on his network connecting Moskow and St. Petersberg to Siberia; Novosivirsk now and Nahotka/Habarovsk by the end of this year. This backbone network will have capacity of 6 Mbps or more. They have international links through Finland, and Germany. The USA link would be 2 Mbps and will be jointly funded by NSF, called MirNet. We discussed on the link between Russia and Japan/Korea, possibly using RJK cable. 1999 may be the right time to have the link. Japan-Canada satellite link of 45 Mbps had impressive demonstration of open heart surgery over MPEG 1 over ATM over satellite and CA*net2. 45 Mbps was splitted into two 22.5 Mbps(actually up to 28 Mbps). The video was very clear and suggests usability of 45 Mbps for this purpose. All 19 applications were listed in GIBN home page. I made two progress reports; APAN(Asia-Pacific Advanced Network), and CCIRN(Coordinating Committee of Intercontinental Networking) Attachment: 1. Agenda 2. Minutes(to be available later) 3. Output document on organizational issue(to be available later) 4. Final report on cost sharing issue 5. Application list
