This is rather late, but I wonder if we can still propose a report on 
performance monitoring and measurement infrastructures.  
We'd provide an update on the PIPES architecture and implementations 
in the US and abroad, as well as report on the efforts toward interconnection 
and interoperability of such measurement infrastructures between Europe and 
the US and a number of countries in Asia and Latin America too. 
We could likely put together a panel of some of those involved in 
these efforts from Asia and Europe.  The focus would not be a technical tutorial,
 but rather designed for the network manager and network user (i.e., scientists)
 in the audience who may not yet know about the infrastructure and tools being
 put in place.

Let me know what we need to do to progress this.
