DRAFT CHARTER -2003.10.29

eScience is broadly defined as science activities that rely on high bandwidth network connections.
 This may include the transfer of data, building / operating distributed archives, distributed data processing, access to documents or training, remote operation of facility instruments, and interactive collaborations. APAN has a natural role in escience through providing bandwidth and network operating tools.

The APAN ad hoc eScience Committee objectives are to:

1)   Provide a venue for discussion of eScience between scientists and network administrators.

2)   Promote eScience initiatives among APAN members.

3)   Promote eScience initiatives between APAN and other international groups

4)   Conduct of eScience demonstration projects.

5)   Conduct of eScience training and outreach.

    Science and engineering are being revolutionized through the combined set of ongoing technological advances in observing systems, instrumentation, mass storage, computing, digital visualization and network infrastructure connecting research and education institutions around the world.  The growing computing, mass storage and communication infrastructure, enabling eScience’s distributed collaboration, participation, and learning, is commonly referred to as “cyberinfrastructure”. 

    In a very clear sense government investment facility instruments and observing systems is a driving forces behind the development of eScience.  Building cyberinfrastructure is seen as less expensive than buying multiple copies of facility instruments.  Governments from many countries are investing in multiyear efforts to build cyberinfrastucture and  supporting escience, recognizing that these investments will expand the number of scientists who have access to the most advanced observing systems and will enable collaborations across geographic and disciplinary boundaries.

    The APAN eScience Committee is chartered from August 2003 to August 2005.  The committee will have a chair (or co-chairs) and may add vice-chairs. Committee membership is open to the APAN community.

First eScience workshop and committee meeting: August, 2003 Busan, Korea.

Draft report on eScience recommendations: November, 2003.

Second workshop and committee meeting: January, 2004 Honolulu, Hawaii.

Initiation of Climate Science Demonstration Project: January, 2004.

Recommendation report submitted to APAN Secretariat: March, 2004.

Implementation planning workshop: July, 2004 Cairns, Australia.
